OPMACHS
Organizational Partners with Militaries, Agencies, Civilians and/or Health Staffs (OPMACHS) have access to as quick as available (up thru the fastest military supersonic options and/or the fastest commercialized supersonic options and, as far as data is concerned, faster than light speed options) for transport to provide services, and/or to transport patients, supplies, or such in STAPLES areas.
Such providers, and transports (spaceships, spacecrafts, habitats, etc.) help make USOs (Universe Statutory Obligations) possible in STAPLES areas, including in and/or on a Universe Entity. A Universe Entity, is an incorporated entity owned by an individual(s) with assets which are not owed or claimed to be owned by a government, agency, and/or a public or private organization of a member state of the United Nations. A citizen of a United Nation, or an extraterrestrial^, may own a Universe Entity and seek peaceful travel rights in STAPLES areas (such areas also include Earth).
The Universe Decillion Edge Act (UDEA) created the Chairperson of the UDEA who enacted the budgets and identified the asset valuations of various matters, including the asset valuations of identified assets in STAPLES areas.
